This Request for Expression of Interest (REOI) follows the General Procurement Notice for this Project that appeared on the African Development Bank Group’s Internet Website (www.afdb.org) 12th August 2022.
The International Institute of Tropical Agriculture (IITA) has received financing from the African Development Bank toward the cost of the Technologies for African Agricultural Transformation (TAAT) Phase II and intends to apply part of the agreed amount for this grant to payments under the contract for TAAT Soybean Compact Technology Transfer/M amp; E Officer who will be based in one of the soybean priority countries in Sub-Sahara Africa (Kenya, Zambia, Cameroon, Madagascar, Zimbabwe).
The successful Consultant will among other assignments: support the operational arrangements for collecting, analyzing, and reporting project data aligned with the broader Mamp;E framework developed by the PMU to sustain the Monitoring and Evaluation function of the Soybeans Compact; participate in verification and validation missions of the Compact output and outcome delivery of results as presented in the Compact Results Framework in collaboration with the Program Mamp;E Expert; periodically revise and update the Soybeans Compact Results Framework with regards to key performance indicators, baseline values, targets, milestones and timeliness as may be needed to inform the Compact Leaders of the achievement against targets; support the design of the Soybeans Compact’s theory of change with clear assumptions and conditions for the scalability and replicability of the Soybeans Compacts in RMCs; closely work with the Communication Specialist to document lessons learned and publish success stories on the Soybeans Compact Performance to inform evaluation as may be required; support development of an Mamp;E database for the Soybeans Compact and contribute to the maintenance of the overall programmatic result monitoring management; document all organized national and local field days and outreach from technology promotion at strategic IP sites; document and assist in capacity building of NARs of EGS production and Private Sector on certified seed production through GAPs and use of ICT for last mile delivery of input to farmers; document supports to the NARES through demonstration of proven technologies; document the Training of seed actors, and seed out-growers including Women and Youth on Agribusiness in the soybean value chain; assist in the demonstration, promotion, and documentation of Mechanized Equipment for soybean production and post-harvest handling within the Ips; join hands with the TAAT-Mamp;E Unit at the PMU to populate the Implementation Progress Reports (IPRs) as may be required; accomplish other tasks related to monitoring and evaluation as per programme needs and as assigned by the Mamp;E Expert and the Compact Leader.
The selected consultant should possess an advanced degree, preferably a Master’s degree in a relevant field (such as Agriculture, Statistics, Agricultural Extension, Plant Breeding, International Development, Business Management), with at least five years of experience post advanced degree experience, related to Agriculture P4D, Project Management, or business development, preferably in developing countries, with proven experience in rural development project management, Agricultural P4D, and donor funding in developing countries. An ideal candidate should possess a strong analytical and communication skills and capacity to present convincingly, discuss and negotiate with colleagues in the ecosystem; with a blend of analytical, observational, organizational, and networking skills; working experience in International or National Agricultural centers in African; good knowledge of activities of private seed company partners; good planning and organizing capacity and demonstrated ability to pay attention to details; proficient in using Microsoft Office packages (including Excel, Word, PowerPoint) and other project management tools and software (MIS, MS Project). The consultant should have fluency in both written and spoken English; good knowledge of project work plan and budgeting, management, and reporting; demonstrated success in working with multi-disciplinary teams and partnerships in multicultural environments.
